Building Division

Building Division Responsibilities

Building permits are required before projects to add, repair, change, enlarge, demolish install equipment or systems in a structure.

Building applications will be reviewed after a complete application is submitted with all of the required documentation. Submittal requirements and instructions can be found under Permit Checklist's.

PREP00-0000 - Permit is in application and has not been submitted.
SUBM00-0000 - Permit has been submitted to the City for intake.
PLAN00-0000 - Permit has been taken in to the City for review.
PEND00-0000 - Permit is approved and pending payment to be issued.
00-0000 - Permit has been paid for and issued. Inspections can be scheduled.

Please Note: As of July 1, 2023, the state of Utah has adopted the 2023 NEC, 2021 IBC, IRC, and other codes. Highland City will require that any submittals after July 1, 2023, will need to be based on the new code standard.

Please Note: Highland City has adopted an ordinance requiring automatic fire sprinkler systems in all conditions allowed by state fire code, including for residences over 10,000 square feet. All submittals after December 3, 2024, are subject to these requirements.

Accessory Dwelling Unit / Basement Apartment

  • Register a New or Existing Accessory Dwelling Unit - In addition to any applicable building permit and fee, you must register the accessory dwelling unit. The above link will take you to the online application form. As part of completing that form, you will need to complete the Owner-Occupied Statement of Understanding. The ADU will be approved and registered in connection with final inspection/certificate of occupancy.
    • Owner-Occupied Statement - This form needs to be completed, signed, notarized, and the original submitted to the Highland City to record.
