Subdivision Application:
Subdivision Application - Application for both Minor (2 lots or less) and Major (3 lots or more or requires public improvements) subdivisions and for subdivision improvement plans (civil/construction drawings). Before submitting an application, please review the submittal checklists below and the City's engineering and design standards and development review checklist found here. Please download a fresh checklist for each application, as they are regularly updated.
Site Plan Application:
Site Plan – Review of a site plan for non-residential, townhome, and multifamily developments. May be combined with architectural design review of buildings.
Land Use Applications:
Land Use Application - Application for our various land use actions, including:
- Accessory Dwelling Unit Registration- Application for ADUs:
- A new accessory dwelling unit that has not yet received a building permit. Any applicable building permits will be needed in addition to this application.
- Registration for existing accessory dwelling units. Existing accessory dwelling units must have a certificate of occupancy from the building department with an approved building permit.
- Annexation Request - Application to request consideration to annex land into Highland City.
- Architectural Design Review - Application to obtain approval of building height, design, materials, and aesthetics for commercial and other non-residential buildings.
- Conditional Use Permit or Conditional Use Permit Amendment - Apply for a new or amended conditional use permit. Please see Development Code 4-103 for when an amendment is required.
- Development Code Text Amendment - A request to amend the Development Code.
- Nonconforming Use or Structure - Apply for formal approval of a legal, nonconforming use or structure that may continue to be permitted with a "grandfathered" status.
- Plat Amendment (Full Boundary Adjustment) - Any change or alteration to a recorded plat other than a simple boundary adjustment. The change may be a change in notations or lot numbers on the plat, a change or removal of a condition, note, or other restriction described on the plat, a change of the title or name of the plat, or any other change that affects the rights of one or more lot owners. Plat amendments require the approval of each affected property owner and the City Council.
- Public Utility Easement Vacation - The vacation (removal) of some or all of a public or municipal utility easement (PUE/MUE) within a property. Vacation of a PUE/MUE requires blue stakes showing that no utilities exist within the easement, utility company approval, and a legal description of the easement being vacated.
- Rezoning Request - A request to change the zoning on a piece of property.
- Simple Boundary Adjustment - A request to approve the relocation of a common property boundary between adjoining property owners.
- Subdivision Extension Request - A request for extension of the final approval expiration for a subdivision.
- Temporary Use Permit - Temporary use of a property for businesses.
- Use Determination (Classification or New Business Use) - For commercial zones, this application allows applicants to request formal approval to operate a use that is not specifically allowed within the zone, but is compatible with the goals, intent, and purpose of the zone. Classification of uses determines whether a new use is sufficiently similar to an existing allowed use to be allowed, and new business use determines whether a new use that is not similar to any existing allowed uses should nevertheless be allowed within the zone.
- Variance Request- To qualify for a variance, the Utah State Code requires that the applicant fulfill 5 requirements:
- Literal enforcement of the land use ordinance would cause an unreasonable hardship for the applicant that is not necessary to carry out the general purpose of the ordinance.
- There are special circumstances attached to the property that do not generally apply to other properties in the same district.
- Granting the variance is essential to the enjoyment of a substantial property right possessed by other property in the same zone.
- The variance will not substantially affect the general plan and will not be contrary to the public interest.
- The spirit of the zoning ordinance is observed and substantial justice is done.
- Zoning Letter - A request for formal written confirmation of zoning status, code compliance issues, or interpretation and application of City land use regulations.
All Other Applications:
Fence and/or Retaining Wall Permit – Apply for approval of a fence or retaining wall. This Fence Permit Help Sheet provides a summary of Highland fence regulations. Building permits are required for retaining walls if the wall exceeds 4 feet measured from the lower grade to the higher grade, or if the wall has a surcharge. Do not use this application if the only construction for which you are applying is a retaining wall that requires a building permit.
- If you live along Alpine Highway and wish to participate in the fence replacement reimbursement program, please complete the following steps:
- Review the terms and conditions of the program, here.
- Complete a fence permit application using the fence and/or retaining wall permit application above.
- Complete and submit a copy of the fence reimbursement grant application form.
Sign – Review of signs, both permanent and temporary, that do NOT require a building permit. If your sign requires a building permit, then please directly apply for a building permit using the My City Inspector portal, found here: Building permit portal. Signs generally require a building permit if they are permanent or require attachment to a building or structure (e.g., monument or wall signs) or have electrical components (e.g., lighting).
