Business Licensing
Highland City supports and appreciates the opportunities and services that businesses and individuals bring to Highland.
Below are the various license/permit types that may apply to your business. If you are opening a business in a commercial zone, click on Commercial. If you are working out of your home, click on Home-Based. If you are unsure of your license/permit type, please reach out to Candice Linford, CBLO, Highland City Business Licensing Official.
All applications must now be submitted online. The link to apply is at the bottom of each tab. Our new portal provides you with access to track your application's progress and any communications. Portal Access: https://app.civicreview.com/lookup. Be sure to allow emails from @civicreview.com to ensure you receive email communications as this is the primary method of communication.
Commercial Business License
Requirements:
- Commercial business licenses are issued for businesses within a commercial zone.
- There are three departments that you will need to register your business with: Utah Department of Commerce, Utah State Tax Commission, and Utah Department of Workforce Services.
- You may also need to register or obtain a permit from other applicable Utah Departments depending on the business activities that you may be regulated by (e.g. Utah Department of Occupational & Professional Licensing, Utah Department of Agriculture & Food, Utah County Health Department, etc.).
- Fire inspections are required for all commercial businesses, and record of a passed inspection must be attached with the business application. To schedule an appointment with Lone Peak Fire District, please call (801) 763-5365.
- Approved businesses must renew licenses by July 1 each year, even if your license date is within a few months of July.

Home-Occupation Business License
Requirements:
- Home-based business licenses are issued for businesses suited to operate within a residential zone.
- There are three departments that you will need to register your business with: Utah Department of Commerce, Utah State Tax Commission, and Utah Department of Workforce Services.
- Most businesses are required to obtain a sales tax ID, so if you are unsure as to whether your business is required to pay taxes, please check the Utah Sales & Use Tax General Information, or contact the Utah State Tax Commission directly at (801) 297-2200.
- If individuals come to the home business, it is required that a notification letter be sent to all surrounding property owners within a 300' radius of your home's property lines. - Fire inspections are required for businesses where customers come to the business location. Record of a passed inspection must be attached with the business application. To schedule an appointment with Lone Peak Fire District, please call (801) 763-5365.
- Home-based businesses that offer in home instruction (e.g. dance classes, voice lessons) or childcare will also need to provide additional information, click here for information: Daycare and In Home Instruction.

- Home Occupation Business License Application
Temporary Use Permit
- Temporary Use Permits are for businesses that operate only temporarily in commercial zones (e.g. Christmas Tree Sales, Firework Stands, Produce Stands, Food Trucks and Snow Shacks).
- In order to apply for a Temporary Use Permit, the applicant must apply for or hold an active Highland City Commercial Business License.
- Duration of the permit shall not exceed a period of six months per year.

- Temporary Use Permit Application
Short-term Rental Business License
Requirements:
- Short-term Rental Business Licenses are required for any real property used, or to be used, for short-term rental purposes (e.g. Air BnB).
- As of 11/10/2021, new short-term rental businesses applying for license must be owner-occupied to be eligible to for license.
- Your business must first be registered with the Utah Department of Commerce - Division of Corporations & Commercial Code. Complete this registration if you have not yet obtained a business entity number or sales tax number. Sales tax is required for short-term rentals PLUS a Utah State Transient Room Tax number.
- If you choose to have a marketplace (AirBnB) manage your rental, we will require 1099's each year-end to confirm tax payments.
- Short-term rentals are commercial in nature, therefore require fire inspections. Record of passed inspection must be attached with the business application. To schedule an appointment with Lone Peak Fire District call (801) 763-5365.

- Short-term Rental Application
Solicitor's License
Requirements:
- All persons desiring to engage in door-to-door solicitation within the city (unless exempted, e.g. charitable organizations), must apply for and obtain a solicitor's license prior to any soliciting activities.
- Background check reports (B.C.I.) are required and must be provided at the time of application. The B.C.I. report must be certified by the issuing state of the ID provided. *If your ID was issued in Utah, then the B.C.I. report must be certified from the state of Utah. If your ID was issued by Arizona, then the B.C.I. report must be certified from Arizona. NO EXCEPTIONS!
- The background check must be dated no more than 180 days from application date. If your background check is older than six months, you will need to obtain a new report.
- A temporary solicitor's license will be issued upon approval of the application, which will be active for a period of 25 days. If no issues arise during this period, then the solicitor may return to the City and obtain a new solicitor's license good until the anniversary date of the original application.
